Pickard
Description
I was actively looking for a program that would give me the HEX code of a colour I could pick from a website or image file. I stumbled on pickard, and my life has never been the same again. This little color picker is just perfect! It offers a magnifying eyedropper tool which enables you to select a part of the screen, so you can select just that pixel with the specific colour you are looking for.
It's lightweight, has an intuitive interface and is completely open source!
One feature I would like to see in the future is an automatic colour scheme generator for the selected colour.

KompoZer
Description
Based on NVU which in turn was based on Mozilla's Composer, which was based on Netscape's Composer.... Anyone still following? No matter, it's just the best free WYSIWYG (What You See Is What You Get) website builder on the market.
Okay, so this is not a replacement for Macromedia's Dreamweaver, but that costs several hundred dollars, euros or pounds, KompoZer is completely free and open source.

Etomite
Description
Etomite is a website Content Management System (CMS). When I started developing websites I tried different types of CMS. This was the only one I could understand and use. It's very lightweight but still very performing. Snippets can add as much functionnality to it as you need.
This is software you will need to install on a server running Linux with PHP scripting and MySql database. If you don't know what that means, you probably don't need it anyway.
